“Water shortage”-Words that makes you think of third world images, arid conditions and feeling embarrassed and ashamed. In Wales, if you want to enjoy being in on or around water the shortage is about access. Ashamedly those third world countries probably have better access to the resource although there is more pressure upon it.
For Welsh kayaking, the “Kayaking is not a Crime” campaign is about recognising that managing recreation around Welsh inland water needs a modern approach. There is no ‘map’ of where there are rights to use the water. Different interpretations suggest that there may be traditional rights; some representations suggest that there is none.
So, access to water affects not just canoeists, it affects swimmers, picnickers, birdwatchers, anglers, ramblers, tourists and children. In fact, it affects everyone. The Welsh Canoeing Association is raising the issue, and the ‘anti-lobby’ is trying to belittle the facts by making it a polarised argument between canoeing and angling. This method effectively maintains the status quo, but one is not representative!
In 2006, the Government of Wales Act came into force, which allows Wales to legislate in the same way as Scotland did in 2003. Scotland’s Land Reform Act enshrined access in law by defining what ‘responsible access’ is and then giving it a right.
Under the new Welsh Act, petitions allow issues to be raised. This is a highly effective mechanism, which allows the public from around the world to show their support for matters, which need addressing by the Assembly Government. In Scotland, the petition played a key role in telling the Scottish Parliament the need to get the Land Reform Act right for the public. Within Welsh Law, the Assembly HAS to consider what is presented by the public through petition.

The easiest way for you to sign the petition is to spend a couple of minutes on the website, www.kayakingisnotacrime.org.uk but as a paddler, your work is not finished there! You need to get your family, your work colleagues, in fact everyone to be aware of this and sign the petition. Remember this is about more than just paddling!
